			Are housing prices trending up or down? The state of home prices in Greater Vancouver is a much discussed topic at the moment. Last month several organizations issued reports examining the current and future direction of home prices in our market.<br />
			&nbsp;&nbsp;&nbsp;&nbsp;The BCREA Fall Housing Forecast recently reported that average home prices for residential properties, meaning detached, townhome and condo units, in Greater Vancouver are expected to increase three per cent this year compared to 2007. On the heels of this release, the Canada Mortgage and Housing Corporation (CMHC) similarly projected that residential housing prices across Greater Vancouver will increase three per cent by the end of 2008 compared to the previous year.<br />
			&nbsp;&nbsp;&nbsp;&nbsp;These numbers seemingly conflict with the figures the Board has released in recent months. According to the REBGV statistics release for October, residential home prices, as calculated by the Housing Price Index (HPI), have declined 8.8 per cent between May and October 2008, eliminating price gains witnessed in the first quarter of 2008. <br />
			&nbsp;&nbsp;&nbsp;&nbsp;So what accounts for the discrepancy? The prices in the aforementioned BCREA and CMHC forecasts cite averages, perhaps the most commonly referenced housing price measurement. In contrast, the Board uses benchmarks prices (see definitions below) as its primary indicator of home values.<br />
			&nbsp;&nbsp;&nbsp;&nbsp;As of Oct. 31, average residential home prices had increased five per cent in Greater Vancouver over the last 12 months to $599,068 from $569,903. Benchmark prices, however, indicate a 3.9 per cent decline to $518,668 from $539,703 over the same period.<br />
			&nbsp;&nbsp;&nbsp;&nbsp;Greater Vancouver has experienced unprecedented growth in home values the last five years. Both benchmark and average price data tells this story, though the numbers differ.<br />
			Between December 2003 and February 2008, the benchmark price of a detached home in Greater Vancouver increased 69 per cent from to $761,342 from $449,190. The average price of detached homes over the same period registered a 94 per cent increase to $920,644 from $475,087. For condominiums, benchmark prices increased 82 per cent to $387,032 from $213,140, while the average price increased 81 per cent throughout this five-year span to $424,839 from $233,733. <br />
			&nbsp;&nbsp;&nbsp;&nbsp;Whether it&rsquo;s a seller&rsquo;s or buyer&rsquo;s market, the Board aims to convey the most accurate and current housing market information to members and the media. Following extensive consultations with economists more than a decade ago, the Board identified benchmark prices, produced by the HPI, as the most accurate measurement of home property values over time.<br />
			&nbsp;&nbsp;&nbsp;&nbsp;Similar to the Consumer Price Index that tracks inflation and measures the rate of price change for a basket of goods and services including food, clothing, shelter, and transportation, the HPI measures the change in the price of housing features such as lot size, age of the home and neighbourhood etc. These features become the composite of the &lsquo;typical house&rsquo; in a given area.<br />
			&nbsp;&nbsp;&nbsp;&nbsp;Average prices are calculated by dividing the total dollar volume generated from home sales by the number of sales in a given period. Averages, however, can be misleading since the quantity and quality of properties sold in a given area change over time. As a result, average prices can fluctuate considerably, making the housing market appear unstable. The HPI solves this problem by pricing a constant quality and typical property over time.<br />
			&nbsp;&nbsp;&nbsp;&nbsp;Whichever measurement is used, regional housing reports only provide a broad outlook. Viewing the &ldquo;housing market&rdquo; at large offers only a snapshot of the collective activity within a region. Prices today are changing by area. Establishing a price depends on the property type and neighbourhood. Ultimately real estate is local and REALTORS&reg; offer the expertise that allows clients to identify opportunities that match their local needs.

A two-storey home is already nearing $650,000 &mdash; 35% above the average price of a comparable home in Toronto and almost twice as expensive as the national average this year. That&rsquo;s good if you already own a rental property, but not so good if you&rsquo;re looking to enter the market as either a landlord or a homeowner. Still, Vancouver continues to be a strong seller&rsquo;s market, with solid employment growth last year backing it up. RBC is predicting a 7% gain in home prices this year.

VANCOUVER - House prices in Vancouver&#39;s Commercial Drive area have tripled in the past decade, drawing yuppies to the now-million-dollar homes, yet some of the grittier problems in the city&#39;s vibrant urban village remain.
</p>
<p>
Homeless people sleep in alcoves. Crack dealers deal openly on street corners. On the periphery of the area, prostitutes still seek customers.
</p>
<p>
Nonetheless, people who live on &quot;The Drive&quot; say they love the ambience of the neighbourhood and its cafes, shops and diverse and eclectic art, people and music, according to a recent joint survey by the Grandview-Woodland Community Police Station and Simon Fraser University&#39;s Canadian Urban Research Studies.
</p>
<p>
The study, which surveyed 700 respondents, including musicians, homeless people, businesspeople and residents, found gentrification of The Drive hasn&#39;t eliminated specific social problems found in an identical study 10 years ago.
</p>
<p>
Most of those surveyed say they&#39;re still concerned about dirty needles, graffiti, litter and condoms on the street and don&#39;t like to be confronted by aggressive panhandlers or sex-trade workers near their homes.
</p>
<p>
Yet 79 per cent of people say they enjoy living in the area, even though 44 per cent have been victims of property crime.
</p>
<p>
&quot;The diversity is what people like about it; what they don&#39;t like is major public disorder,&quot; said SFU professor Patricia Brantingham, who helped conduct the study. &quot;The types of public disorder have the same impact ... people want it to look cleaner, less gritty. They wanted it 10 years ago and they want it now.&quot;
</p>
<p>
Eileen Mosca, president of the Grandview-Woodland Community Policing Station, said dirty needles are a huge concern&nbsp;&nbsp;&nbsp;&nbsp; among the respondents with 70 per cent reporting used needles in the neighbourhood.
</p>
<p>
Her group plans to recommend that the province consider a 10-cent deposit on used needles, giving street binners - who would be given gloves, tongs and training - the option to collect them. 
</p>
<p>
&quot;It&#39;s been an ongoing problem,&quot; she said. &quot;[It] warrants doing something drastic that hasn&#39;t been tried before.&quot;
</p>
<p>
Mosca, who conducted the interviews for last year&#39;s survey, noted despite the social problems, the community is tolerant and compassionate toward passive panhandlers, sex-trade workers and the homeless, who are being shuffled to the area from the Downtown Eastside.
</p>
<p>
&quot;The core of the community and the way [people] think has stayed the same. I thought people who were buying houses for $800,000 would have possessed a more yuppie viewpoint,&quot; she said. &quot;But I think they bought those houses with a viewpoint of what neighbourhood they were moving into. People living here are well aware of the nature of the community and it suits them.&quot;
</p>
<p>
Brantingham said gentrification won&#39;t necessarily change the face or underbelly of a community.&nbsp; Nor will some people want it to.
</p>
<p>
&quot;When people look at areas to move into, they look into an area&#39;s character. People who spend more and move into areas like Commercial Drive, they&#39;re moving in because they like the certain type of vibrancy that goes on there,&quot; she said.
</p>
<p>
&quot;Gentrification doesn&#39;t always mean moving to a more staid or particular lifestyle.&quot;
</p>
<p>
However, the change can bring its own problems. The survey found people are now more worried about safety at the Broadway and Commercial SkyTrain station - cited as one of Western Canada&#39;s largest transit hubs with 70,000 people passing through each day- than&nbsp; at Grandview Park, which was the hotspot 10 years ago. 
</p>
<p>
The prevalence of open drug-dealing is also a major concern.
</p>
<p>
Craig Paterson, a lawyer who has lived or worked on The Drive since the 1970s, blames SkyTrain for boosting crime on Commercial. Earlier this year, he confronted youths who were coming through the underground parking to bunk down in his office building stairwell.
</p>
<p>
When he tried to chase them out, he was struck in the face by a woman wielding a pencil. It just&nbsp; missed his eye. 
</p>
<p>
&quot;They look menacing with their hoodies and their aggressive behaviour,&quot; Paterson said of the drug dealers. &quot;They scare the hell out of people. Drug dealing and drug selling, that&#39;s what scares people.&quot;
</p>
<p>
But Vancouver Const. Jana McGuinness said it&#39;s wrong to blame SkyTrain, noting that police are still dealing with the &quot;same calls we&#39;ve dealt with for years and years.&quot;
</p>
<p>
&quot;Nothing has spiked or waned,&quot; she said. &quot;It&#39;s been pretty consistent.&quot;

<font face="Arial, Helvetica" size="3"><img src="http://img.realtytimes.com/rtimages/newsletter106/$file/house.jpg" border="1" alt="" hspace="10" width="62" height="90" align="left" /> Canada&#39;s current housing boom is the strongest and longest in the country&#39;s history, and is still &quot;remarkably buoyant,&quot; says Adrienne Warren, chief economist at Scotiabank. Despite the housing downturn in the United States, last year Canada set an all-time record for resale home sales. Most economists don&#39;t think 2008 will match those levels, but the market continues to be healthy across the country. </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">&quot;Between 1998 and 2007, average inflation-adjusted home prices have soared some 65 per cent, easily besting the 32 to 65 per cent appreciation of the prior three housing cycles of the 1960s, 1970s and 1980s,&quot; says Warren. &quot;At their peak in 2005, U.S. real home prices had increased a cumulative 48 per cent from the 1995 trough.&quot; </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">She says the current housing boom is &quot;going on 10 years, whereas the prior three cycles ranged from five to six years. It has also outlasted the housing booms experienced in many other advanced economies this decade.&quot; </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">A report by the Conference Board of Canada says that home prices in Canada have been rising continuously for the past 15 years. </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">The report, by Val&eacute;rie Poulin, says the risk of softening prices in some markets in Canada is increasing. &quot;On the one hand, fundamentals remain solid in Canada: unemployment is low, immigration is high, and the vacancy rate for apartments is low,&quot; says Poulin. &quot;But on the other hand, years of relentless house price increases mean affordability is waning. At the same time, the risk of a U.S. recession is mounting, and Canadian economic growth is expected to weaken, particularly in Central Canada.&quot; She says those factors will cause some potential buyers to postpone their decisions to buy. </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">Canada Mortgage and Housing Corp. predicts that house prices will grow by 5.2 per cent in 2008 -- a pretty good increase, but not as good as the 10.6 per cent growth seen last year. It says the number of MLS sales will fall off last year&#39;s record level by 3.9 per cent. National real estate firm Royal LePage expects a 3.5 per cent price increase, and a four per cent drop in resale activity. </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">On the new home front, &quot;the housing market is now out of breath,&quot; says Poulin. &quot;Satiated pent-up demand and slower economic growth is leading to what is expected will be a long slowdown in the housing market.&quot; </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">The Conference Board says building material costs are cutting into the residential construction industry&#39;s profits. &quot;The U.S. housing market collapse has lead to surplus production in the wood industry, bringing lumber prices down,&quot; says Poulin. But she says that&#39;s offset by &quot;double-digit economic growth in emerging markets and their insatiable appetite for commodities and resources,&quot; which is &quot;cranking up energy and mineral prices.&quot; She says steel prices are up 15 per cent from their 2002 level, and cement is 16 per cent more than what it cost five years ago. Since 2002, increases in material costs have surpassed revenue growth for builders, and &quot;with house affordability decreasing and new housing demand shrinking, contractors will be unable to pass all future price input hikes on to consumers,&quot; says Poulin. </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">Warren says that multi-family construction will perform better than the single-family new home market. &quot;Renovation activity, which lags the trend in home resales by one to three years, will outperform new construction.&quot; </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">She says that from a supply standpoint, &quot;Most Canadian (resale) markets are still in seller&#39;s territory, in which prices would be expected to rise faster than inflation. Yet, some of the hottest markets in recent years, including Edmonton, have become much better balanced due to a flood of new listings. Based on a combination of job growth, housing supply and affordability, among this year&#39;s potential outperformers are Saskatoon, Regina and Winnipeg in the west; Sudbury, Hamilton, and Quebec City in Central Canada, and St. John&#39;s to the east.&quot; </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">And what are the chances of a U.S.-style housing meltdown hitting Canada? </font>
</p>
<p>
<font face="Arial, Helvetica" size="3">&quot;Tighter lending guidelines for developers and a lower level of investor participation have reinforced a more cautious approach among home builders,&quot; says Warren. &quot;Households, for their part, are not over leveraged. Home equity as a share of real estate assets has been steadily building this decade, as price appreciation outpaces the rise in mortgage obligations. Canadian households also have little direct exposure to sub-prime lending, which has accounted for only about five per cent of domestic mortgages in recent years, compared to over 20 per cent in the United States.&quot; </font>
</p>

<font face="Arial, Helvetica" size="3">However, Warren says a deeper U.S. downturn would hurt Canada&#39;s economy, particularly in Central Canada, and could have a larger than expected impact on real estate activity. <br />

      <description><![CDATA[Even if now doesn&#39;t seem to be the ideal time to sell your home, you can take heart in knowing that small actions may make a difference in getting your home sold. &quot;Scentmosphere&quot; isn&#39;t exactly new but it is rapidly becoming a way to attempt to attract buyers. &quot;When buyers walk into a house before they actually see anything in that house, because they breathe, they are smelling. So they are actually getting an impression, whether it&#39;s conscious or subconscious, of your home -- just by the way it smells,&quot; says Rick Ruffolo, senior vice president of brand, marketing, and innovation for Yankee Candle Company. So, right now take a deep breath. What kind of &quot;smellment&quot; is your home making? Choosing to proactively make a statement in the way your home smells is just another step in helping to sell your home faster. It&#39;s the next step after curb appeal. Ruffolo says curb appeal gets buyers in the door but then they see and smell your home and begin to decide if this is the home for them. &quot;If it&#39;s a vacant home it can be musty. But if it&#39;s an active home it also could have odors of whatever activities that are going on in that house,&quot; says Ruffolo. Are buyers going to smell the over-sized dog that traipses around the house after rolling in the newly-cut grass? Are they going to smell your son&#39;s gym bag filled with dirty socks that has been buried deep in his closet for the last five weeks? While we certainly don&#39;t all have the same preferences for scents, most would agree neither of those two things pose a welcoming aroma. &quot;It&#39;s not rocket science, but it is candle science,&quot; says Ruffolo. He suggests candle fragrances such as the smell of freshly-baked cookies. &quot;Not everybody likes to eat cookies but everybody enjoys the smell of cookies, and when I say everybody, there may be the exception here or there, but the vast majority would enjoy the baking smell. So we&#39;re always fond of fragrances that are in the vanilla family,&quot; says Ruffolo. Fragrances such as French vanilla, butter cream, and cr&eacute;me br&ucirc;le&eacute; that mimic baking scents are welcoming and inviting for buyers. Scents register in our brain and frequently remind us of our past experiences. Creating pleasant aromas in your newly-listed house can help the buyer to experience an emotional connection with the home. Ruffolo says when it comes to bathrooms, great rooms, or even basements it&#39;s a good idea to try different fragrances. &quot;You may want to think of what we refer to as clean or fresh fragrances and those could be based in various fruits, so the citrus family is a really good one,&quot; says Ruffolo. He says, however, there are some fragrances that you should avoid as they don&#39;t tend to appeal to the masses or they have too strong an odor. Ruffolo instead encourages sellers to use fragrances that will instantly be winners such as vanilla, kitchen spice fragrances, citrus, and the smell of freshly cleaned laundry. &quot;Scent impacts the atmosphere,&quot; says Ruffolo. He says that candles are the best way to get the fragrant aroma in the air, but if you don&#39;t have time to let them burn before showing your home there are other methods that work to get the right &quot;scentmosphere.&quot; The company has electrical plug-in products that have oil them so they provide continuous fragrance. &quot;If you&#39;re away from the house for a period of time, you don&#39;t have to worry about the candle being lit,&quot; says Ruffolo. Reed diffusers are both decorative and powerful for giving off fragrance. The diffusers contain oil and the reeds help to draw the oil up and out into the room. &quot;They don&#39;t fill a large room but they fill a nice small space very well,&quot; says Ruffolo. But if you give every room a fragrance, is there a point of over-saturation? Ruffolo says that&#39;s not likely to happen. &quot;It&#39;s not like the person who put on too much perfume. A home is a very large place and it absorbs a lot of the fragrance so it would be pretty hard to overpower a house with too much fragrance,&quot; explains Ruffolo. Ruffolo says with all the tips out there about selling a home, the scent factor is often the most forgotten. &quot;If you don&#39;t have a scent that you want in there, buyers are going to smell whatever is going on in that room. So if it&#39;s been closed up or doesn&#39;t have a lot of air flow there will be more of a musty, damp, or a less desirable scent,&quot; explains Ruffolo.       <description><![CDATA[CMHC Jan 09, 2008 OTTAWA, January 9, 2008 &mdash; Housing starts in 2007 are estimated at 229,600, surpassing 2006 starts, and reaching their second highest level in nearly two decades. However, the seasonally adjusted annual rate1 of housing starts in December decreased to 187,500 units from November&#39;s 233,300 units, according to Canada Mortgage and Housing Corporation (CMHC). &ldquo;Growth in 2007 housing starts was driven by low mortgage rates, solid employment, income growth and a high level of consumer confidence, said Bob Dugan, Chief Economist at CMHC&rsquo;s Market Analysis Centre. &ldquo;Even with the weakness in residential construction in December, new home starts are estimated at 229,600 units in 2007, surpassing 2006 levels.&rdquo; After two strong months in October and November, the volatile multiples segment and single-detached starts fell in December mainly due to harsh winter weather. Also, the seasonally adjusted annual rate of urban starts decreased 23.2 per cent to 151,600 units in December, compared to November. Urban singles were down 12.6 per cent to 85,600 units in December, while multiple starts decreased 33.7 per cent to 66,000 units. In December, the seasonally adjusted annual rate of urban starts increased in two of Canada&rsquo;s five regions. Urban starts registered an increase of 3.4 per cent in Quebec and 1.2 per cent in the Atlantic region. British Columbia, Ontario and the Prairies all recorded a decline in activity for December (-36.7 per cent, -33.1 per cent, and -17.1 per cent respectively). Urban single starts were down in all regions except the Atlantic and British Columbia, while only Quebec saw an increase in urban multiple starts. Rural starts were estimated at a seasonally adjusted annual rate of 35,900 units in December. For the year 2007, actual starts, in rural and urban areas combined, increased by an estimated 1.0 per cent compared to 2006. In urban areas, actual total starts in 2007 decreased by an estimated 0.6 per cent. Actual urban single starts for 2007 were down 3.5 per cent compared to 2006, while multiple starts grew an estimated 2.1 per cent in 2007 compared to 2006. Housing starts are expected to remain strong in 2008, but are forecast to decrease to 214,300 units. 1. All starts figures in this release, other than actual starts, are seasonally adjusted annual rates (SAAR) &mdash; that is, monthly figures adjusted to remove normal seasonal variation and multiplied by 12 to reflect annual levels. Just a few blocks north from the Pantages, at Commercial near Frances, stands the York Theatre (for the last decade renamed the Raja Cinema), where Tom Durrie is struggling with a restoration problem of a different sort. Durrie has been instrumental in organizing to save the York Theatre space since the 1980s. With only a few months left before the new owner, Vintage Developments, plans to break ground for new townhouses on the site, he, with the Save The York Theatre Task Force, is on a deadline to save it.

<p>
&ldquo;The City is aware of the interest in preserving this theatre, and its historical value and revitalization is important,&rdquo; says Durrie. Opened in 1913 as the Vancouver Little Theatre, and run by a society of the same name, it changed to the York Theatre in the 1930s. It ran as a Bollywood cinema &mdash; the Raja &mdash; for a decade before closing in 2006.

The task force plans to present a business plan to the City that may delay the demolition. Durrie says the group hopes the City will present the developer with an alternative site or a density transfer bonus, or elect to rezone the site altogether. Vintage plans to build condominiums in its place and has scheduled to get work underway by May. 
</p>
<p>
Jacquie Gijssen, a senior cultural planner with the City of Vancouver who works as a liaison between the municipality and arts groups, says the York Theatre space is in a tricky spot, as the city can&rsquo;t infringe on Vintage Developments&rsquo; rights. But not all is lost, she says. The City is still waiting for a viable business plan from the York Theatre Society, and the developer is still open to selling the property.

<p>
Durrie&rsquo;s fellow members in the task force &mdash; organizers from Early Music Vancouver, Bard on the Beach, Theatre Under the Stars, and an architect with Downs Archambault among them &mdash; come from sturdy cultural stock. Even so, they&rsquo;ve found that raising money for the arts in Vancouver is a tough sell. &ldquo;People here don&rsquo;t have that established feeling of support for the arts and theatre,&rdquo; Durrie says.

A Canada wide warrant was issued for Norman Eli Larue, an aboriginal described as 6&#39;2&quot;, 240 lbs. with long dark hair. Police say Larue is known to frequent the Commercial Drive area. He has a bulldog tattoo on his neck.

If city council doesn&rsquo;t get behind a campaign to save the building that was most recently the Raja Cinema, it could be demolished within four months, says Tom Durrie. 
</p>
<p>
That&rsquo;s why Durrie, founder of the Save the York Theatre Task Force and former manager of the Pacific Baroque Orchestra, is arranging meetings with individual councillors. Tom Durrie heads up the task force that hopes to save the York Theatre, more recently known as the Raja Cinema, which was built in 1913.

The group is urging citizens to send letters of support for the retention of the theatre to city council. It&rsquo;s also seeking &ldquo;bridge funding&rdquo;&ndash;most likely, money from an individual to buy the building, which in October sold for $960,000&ndash;and is developing business and&nbsp;fundraising plans...

A Vancouver group is trying to get city council permission to shut down one block on a street east of Commercial Drive every second Saturday during the winter for a farmers&#39; market.

In a report going to council next Thursday, city staff are recommending the closure because the event would support the city&#39;s food action plan and its policy of trying to promote neighbourhood events. The proposed block would be on the Adanac bike route in front of the WISE Hall.

Today was the first Open house at 230-2390 McGill Street in the Hastings area of East Vancouver. We had a great turnout with over 15 groups of visitors through.
